CIPD Calls for a Reskilling Revolution

CIPD’s latest analysis spotlights an ageing workforce increasingly exposed to transformative trends such as AI and the net-zero transition, yet with persistently low training access for older employees. Over the past two decades, employment of 50–64-year-olds in England grew by 40%, while training participation drops significantly with age—less than half of over-55s feel their role offers good skills development.
Employer spend on training has fallen by 27% over the past decade, and public funding on adult learning is down by nearly a third since its 2003–04 peak.
The report calls for a ‘reskilling era’—urging employers and government to boost lifelong learning to ensure older workers remain employable, adaptable and financially secure.
